Ukraine and EU Launch Legislative Screening Process for Energy Sector Integration

Ukraine and the European Union have officially launched the screening of Ukrainian legislation as part of the country’s EU accession talks.
The Ministry of Energy of Ukraine reported the development on July 8, highlighting that this step marks a critical phase in aligning Ukraine’s legal framework with EU standards.
During the presentation in Brussels, Ukraine highlighted its progress in aligning with EU regulations across key energy sectors—including energy efficiency, the gas market, supply security, renewable energy, and cross-border infrastructure. The Ukrainian delegation also outlined major implementation challenges and underscored the importance of continued support from the European Union.
European Commission representatives acknowledged Ukraine’s strong progress in areas such as gas and electricity reform, market design, and institutional capacity-building.

Among the initiatives put forward by the Ukrainian side: deepening cooperation between the national energy regulator and the EU’s Agency for the Cooperation of Energy Regulators (ACER), securing observer status for Ukraine in EU legislative bodies on energy, accelerating the connection of Ukraine’s Gas Transmission System Operator to the EU’s Union Database, and advancing full integration into the European energy market.
“We have already submitted a draft law on energy market integration to the European side for assessment of its compliance with EU legislation, and we expect that a favorable conclusion will support its adoption by the Verkhovna Rada,” said Roman Andarak, Deputy Minister of Energy of Ukraine. “The joint development of our energy markets in line with EU law and the principles of solidarity has already proven effective in strengthening resilience to external threats.”
Earlier, it was reported that Ukraine's legislative screening for EU alignment is progressing faster than any similar process in the EU's history.
