Ukraine Passes Key EU Screening on Industrial Policy in Membership Talks

Ukraine has successfully completed the official screening of its national legislation for alignment with the European Union’s standards under the negotiation chapter “Entrepreneurship and Industrial Policy,” The Ministry of Economy of Ukraine announced on April 30, noting the development as a key milestone on the country’s path toward EU membership.

During the screening process, the Ukrainian delegation presented a comprehensive portfolio of practical tools aimed at strengthening entrepreneurship and industrial development.

These included the “Affordable Loans 5-7-9%” program, grants for the establishment and expansion of processing enterprises, production modernization solutions, and the regional rollout of Smart Specialisation strategies.

“The European Commission gave a positive assessment of our systematic approach, the measurable impact of ongoing programs, and Ukraine’s steady progress in aligning national policies with EU standards,” stated Deputy Minister of Economy Andrii Telyupa.

Ukraine’s presentation highlighted achievements across seven priority areas: industrial policy development, including ecosystem modernization, Smart Specialisation, and the green transformation of production; support for small and medium-sized enterprises (SMEs) through integration into the EU Single Market Programme and the development of business clusters; resilience of the light industry, particularly in wartime conditions; corporate sustainability and business responsibility; regulatory simplification and digitalization; development of the social economy; recovery of the steel industry.

The European Commission commended the delegation’s high level of preparation and coordination but underscored the need to accelerate implementation of the EU Directive on combating late payments.

“A successful screening outcome represents a vital step forward in Ukraine’s EU accession negotiations,” Telyupa added. “We remain committed to harmonizing our legislation with EU law, adopting European models for business and industrial support, and advancing our reform agenda.”

Earlier, the screening process, evaluating the alignment of Ukrainian legislation with EU law, is advancing at a pace unmatched in the European Union’s history.
