EU Considers Phased Membership Model to Accelerate Ukraine’s Accession

European Union officials are weighing a “membership-lite” pathway that could speed Ukraine’s entry into the bloc while limiting Kyiv’s decision-making powers in the initial stage, according to Ukrainska Pravda on January 16.
Under the proposals, Ukraine could be admitted to the EU but would initially lack voting rights at leaders’ summits and ministerial meetings, while gaining phased access to parts of the EU single market and, subject to meeting post-accession benchmarks, eligibility for agricultural support and internal development funding.

The plan has triggered concerns among some EU member states and other aspirant countries about creating a two-tier system that could dilute the meaning of membership and complicate future enlargement, Ukrainska Pravda reported.
Officials cited in the reports described the idea as still under development, with no final decision announced.

Ukrainska Pravda said some diplomats warned that changing the framework to accommodate Ukraine could also affect the expectations of other candidates, including those in the Western Balkans, such as Montenegro and Albania.
Earlier, it was reported that the EU announced a new technical negotiation format—“frontloading”—to bypass Hungary’s veto and allow Ukraine’s EU accession negotiations to continue advancing despite political blockages.
