Germany Concludes “Red Storm Charlie” Civil-Military Defense Exercise in Hamburg

Germany’s Bundeswehr, civil emergency services, and private corporations have concluded “Red Storm Charlie,” a major three-day joint defense exercise in Hamburg involving 1,700 participants, German public broadcaster NDR reported on September 26.
The large-scale exercise simulated a range of hybrid threat scenarios across the city and port infrastructure, including neutralizing explosive-laden drones over port terminals, responding to chemical spills, and managing train sabotage, according to NDR.

The defensive exercise took place against the backdrop of an escalating Russian hybrid war in Germany, which has evolved from online disinformation to physical sabotage and state-sponsored terrorism, UNITED24 Media reported.
With German authorities recording over 165 acts of sabotage in 2026 alongside confirmed explosive drone strikes targeting critical sites like Leipzig/Halle Airport, civil and military leaders view joint training drills as vital for confronting Moscow’s expanding threat landscape.
On the night of September 24, a military convoy of 70 vehicles moved through the city under police escort.
September 26 drills, on the other hand, focused on mass-casualty evacuation using underground field emergency rooms and helicopter airlifts to the University Medical Center Hamburg-Eppendorf.
Civil-military cooperation expanded significantly for this third iteration of the annual drill, with civilian partners increasing from 12 last year to 60, NDR noted.
Participating entities included local emergency responders, regional authorities, and major industrial firms such as Airbus and port operator HHLA, according to NDR.

Retail conglomerate Schwarz Group—owner of the Lidl and Kaufland chains—was among the key new corporate partners. The group supplied secure, resilient IT network infrastructure to maintain communications for both civil security forces and military personnel.
Bundeswehr Commander Kurt Leonards commended the growing coordination between military and civilian actors, telling NDR that public perception of the armed forces is shifting positively as Germany adapts to a heightened threat environment.
“We receive many friendly gestures at the intersection. Soldiers are invited for coffee. We’ve never experienced anything like this before,” he said.
Hamburg Deputy Mayor Katharina Fegebank similarly emphasized that the exercise was not intended to spread fear. It was about preparing together for a changed situation.
However, the maneuvers triggered widespread local protests, with police reporting that up to 5,000 demonstrators gathered in central Hamburg under slogans opposing urban militarization, NDR reported.
Demonstrators from anti-NATO groups, climate activists, and roughly 1,900 students protesting against conscription attempted to block rail tracks in the port and disrupt military convoy routes across the Elbe bridges.
Following the completion of “Red Storm Alpha” in 2024 and “Red Storm Bravo” in 2025, military spokespersons confirmed to NDR that planning for a fourth iteration, “Red Storm Delta,” is already underway as Germany continues strengthening its civil defense framework.
European capitals are also debating an “Emergency Security Protocol” and a “counter-hybrid playbook” to coordinate joint responses to Russia’s escalating campaign of hybrid warfare, sabotage, and cyberattacks across Europe.
Designed to flank NATO's Article 4 consultation process, the proposed European Commission framework aims to allow swift, unified countermeasures against non-military aggression, despite skepticism from some diplomats over potential bureaucratic overlap.
