Over the past eight months, the Russian army lost 248,000 personnel while capturing slightly over 1,000 square kilometers of land, a significant portion of which the Ukrainian Armed Forces have already liberated.
Ukrainian President Volodymyr Zelenskyy reported these figures during his speech at the UN General Assembly on September 23.

Zelenskyy stated, "I know no one who openly supports this war, except one person". He emphasized that for every captured kilometer of Ukrainian land, the Kremlin pays a staggering cost of around 248 of its own soldiers.
Furthermore, Russian leader Vladimir Putin has not abandoned plans to seize Odesa, Kharkiv, Dnipro, and other major Ukrainian cities. The threat has expanded as North Korea sent its troops to Russia to reinforce the military, according to Zelenskyy.
Zelenskyy highlighted during his speech that this ongoing situation serves to develop North Korea's military capabilities, particularly regarding ballistic missiles and drones.
Additionally, he stated in his address that over the last eight months, Russia attacked Ukraine with more than 2,100 missiles, including approximately 950 ballistic missiles, alongside 63,000 drones.
Zelenskyy recently proposed a conditional energy de-escalation framework to Western partners, indicating that Kyiv is prepared to halt strikes on Russian refineries if international partners can secure and guarantee a complete end to Russian attacks on Ukraine’s energy, port, and logistics infrastructure.
In a statement, he emphasized that any mutual halt must be reliable, long-term, and enforceable rather than a brief operational pause.
Expressing skepticism regarding Moscow’s willingness to abide by an agreement, Zelenskyy warned that Russia might seek temporary relief for its domestic fuel markets ahead of elections before resuming strikes.
On September 23, 2026, US Secretary of State Marco Rubio announced that the United States had formally invited Russian leader Vladimir Putin to attend the upcoming G20 summit in Miami, Florida.
Speaking after a meeting with Russian Foreign Minister Sergei Lavrov, Rubio stated that the event would provide Putin an opportunity to engage with US President Donald Trump and other world leaders.
He noted that the US was prepared to play a constructive role in facilitating a ceasefire, adding that both sides had shown interest in a limited truce covering grain and energy to help reduce global pressures.
