Japan Sanctions 35 Russian Shadow Fleet Vessels in New Crackdown on Moscow

Japan has introduced a new package of sanctions against Russia over its war against Ukraine, targeting dozens of Russian companies and individuals as well as vessels linked to Moscow’s shadow fleet, Japan’s Foreign Ministry announced on October 2.
The measures include asset freezes against 33 Russian companies and nine individuals. Payments and capital transactions involving those designated will now require special authorization, including agreements related to bank deposits, trusts, and money loans.

Tokyo also imposed export restrictions on four designated entities based outside Russia and Belarus.
The sanctions package further targets 35 vessels associated with Russia’s shadow fleet. The provision of designated services to the vessels will require authorization, as will financial transactions connected to their purchase, sale, lease, or charter.

The new restrictions on the fulfillment of obligations and provision of services take effect on October 2.
However, the measures will not apply to obligations arising from contracts concluded before October 2, provided that the relevant obligations or services are completed by November 1.

Japan’s measures come a day after the UK expanded its own sanctions against Russia. On October 1, London unveiled 31 new designations targeting LNG shadow fleet vessels, Kremlin-linked disinformation networks, and individuals accused of torturing Ukrainian civilians and indoctrinating deported Ukrainian children.
The UK sanctions cover 23 individuals and entities, along with eight vessels, according to the Foreign, Commonwealth and Development Office.
