Russia Disguises Oil Refinery Repair Equipment in Grain Trains Amid Export Bottlenecks

The Russian government is reorienting grain logistics to rail transport and granting these shipments the highest third-priority status, according to the partisan network associated with the Freedom of Russia Legion.
Covert intelligence obtained from sources inside Russian Railways and the Ministry of Transport reveals that standard covered railcars and containers are being secretly added to grain trains.

This measure, reportedly enacted following a decision by Russian leader Vladimir Putin, elevates agricultural freight to the third-highest status level across the national railway network.
While officially presented as a measure to protect agricultural exports affected by port infrastructure issues in Novorossiysk, the resistance movement reports that the initiative is being used to conceal the transport of critical military-related cargo and industrial components.
A significant portion of the grain involved is stolen from Ukrainian territories occupied since Russia’s full-scale invasion.
To avoid labeling the cargo as dangerous goods, the entire train is registered in the ETRAN system under the category of grain and leguminous crops.
These covered freight cars are designated to transport repair equipment for ELOU-AVT units at damaged oil refineries, including distribution trays for atmospheric-vacuum columns, furnace coils made of special steel, technological centrifugal pumps for fuel oil fractions, and automated control system regulators.

The components are being loaded in several regions with specialized manufacturing capacity, including Volgograd at JSC Volgogradneftemash, Penza at JSC Penzkhimmash and JSC Penzcompressormash, Podolsk at PJSC ZiO-Podolsk, and Tambov at JSC Tambov Plant Komsomolets.
Part of the rolling stock is scheduled to head toward the ports of Ust-Luga and St. Petersburg, unloading refinery repair parts along the route in the Moscow, Tver, and Leningrad regions. Trains carrying grain for export to eastern destinations will supply refineries in other heavily damaged regions, including the Samara and Saratov regions, Perm Krai, and Bashkortostan.
The resistance movement notes that drone components could also be loaded into these cars in the future. By using civilian shipments as cover, the Russian authorities aim to secure dual-use components to restore refinery operations and maintain war financing.

In November 2025, fighters from the Freedom of Russia Legion destroyed a key Russian railway line in the occupied Zaporizhzhia region, causing the derailment of a diesel locomotive and 25 freight cars.
The operation completely halted military rail traffic along the route, allowing Ukrainian Defense Forces to subsequently launch an airstrike on the accumulated military cargo.
