Russia Mandates Ideological Training for All University Students

The Russian Ministry of Science and Higher Education is formalizing a requirement for all university students to complete four compulsory disciplines regardless of their field of study or educational level.

The mandatory curriculum will now include "Foundations of Russian Statehood," history, philosophy, and the Russian language. These subjects are to be studied by every student in the country, irrespective of their future profession or the specific format of their academic program, according to The Moscow Times on June 2.

This development echoes the mandatory coursework on the "Foundations of the Soviet State and Law" that was once a staple of higher education during the Soviet era. That earlier curriculum was typically introduced in the first years of study as part of a structured ideological framework.

The content at that time focused on the mechanics of the Soviet state, the USSR Constitution, the role of the Communist Party, and the tenets of Soviet law. It also heavily emphasized the Marxist-Leninist vision of governance and offered direct critiques of Western political systems.

While that Soviet-era program was initially prioritized for humanities, teaching, and law students, it was eventually expanded in the 1970s to include technical and economic departments.

As reported by The Moscow Times, the contemporary "Foundations of Russian Statehood" course is now being positioned as a universal requirement. The stated goal of this modern initiative is to foster patriotism, civic responsibility, and a sense of belonging to what officials define as the "Russian civilization."

The course is designed to explain the historical trajectory of Russia and the unique nature of its political organization. It aims to link an individual’s success with the state’s political stability and progress.

The course is divided into five core thematic blocks, which include inquiries into the identity of Russia, the nature of the "Russian state-civilization," national values, the current political structure, and the country’s future development challenges.

Previously, the Russian government mandated that schools incorporate drone assembly and piloting into their curricula, alongside a requirement to equip classrooms with military gear such as mock Kalashnikov rifles, training grenades, and tactical medical supplies.

These instructions were part of the broader "Fundamentals of Security and Protection of the Homeland" course, which replaced the previous life safety program in September 2024 to emphasize pre-conscription training for high school students.
