Russian officials are considering the implementation of nationwide martial law following parliamentary elections to the State Duma in September.
The move is supported by members of the security faction who advocate for stricter measures, noting that “the country’s position is becoming increasingly serious, and it may not be possible to balance it without extreme measures,”as reported by The Moscow Times on July 27.

Existing legislation dictates that martial law can be enacted via presidential decree for an indefinite period, granting authority to impose curfews, restrict movement, assign citizens to defense industry work, seize property for military needs, cancel elections, and enforce total censorship.
Potential triggers for this decision include a major military setback during Russia’s full-scale invasion of Ukraine or a sharp decline in enlistment numbers, which reached a three-year low earlier this year.
Additional measures under discussion include a new wave of mobilization, tighter foreign currency regulations, and travel bans for specific groups, such as employees of strategic enterprises.
Regional sources also suggest the possibility of forcibly converting a portion of private bank deposits into government war bonds to help address the state budget deficit, which reached nearly 6 trillion rubles ($76.9 billion) between January and June.
Preparations for potential martial law and mobilization are reflected in legislative amendments regarding the Russian National Guard (Rosgvardia).

Draft proposals published on July 20 assign the force tasks related to advance preparation of staff, facilities, and assets to protect against risks arising during mobilization, martial law, and wartime conditions.
An updated civil defense proposal by Rosgvardia introduced measures to prepare for threats during mobilization, martial law, and wartime to align with updated national civil defense legislation.
The draft regulations were published alongside estimates from Western intelligence and defense assessments that Russian casualties in the full-scale invasion of Ukraine had reached approximately 1.4 million killed and wounded, while rumors circulated regarding potential autumn mobilization efforts that could target up to 1.2 million individuals.
