UN Secretary-General António Guterres condemned Russia’s full-scale invasion of Ukraine as a “blatant violation” of the UN Charter during his General Assembly address on September 22.
The Guardian reported that Guterres described the invasion as a war imposed on a sovereign country and warned that civilians continue to bear its consequences.

“Russia’s full-scale invasion has subjected a sovereign country to a brutal war in blatant violation of the charter,” Guterres stated. He added that homes, energy and water systems, and transport infrastructure have repeatedly come under attack, threatening global food and energy supply chains.
Guterres also addressed escalating conflicts across the Middle East and called for an end to hostilities and unrestricted humanitarian access. He warned that military, economic, and technological power alone cannot provide lasting peace, stability, or security.
The UN chief separately compared the risks posed by artificial intelligence with the nuclear threat confronted during the Cold War.
“Back then, it was nuclear weapons. Today, artificial intelligence demands the same clarity of purpose and sense of urgency,” Guterres stated.
The remarks formed part of Guterres’ broader defense of multilateral institutions as geopolitical divisions deepen. He argued that a more representative UN system remains necessary to address conflicts, technological risks, and other global challenges that individual powers cannot resolve alone.
The targeting of Ukraine's energy infrastructure has emerged as a central concern for international officials.
Ukrainian President Volodymyr Zelenskyy has warned that Russia is preparing strikes against the national power grid during the coming winter and stated that Ukraine is prepared to respond in kind if such attacks occur, emphasizing that while Kyiv seeks to avoid humanitarian crises, it retains the capability to retaliate.
