Ukraine and Nine Allies Launch Anti-Ballistic Coalition to Build European Missile Shield

Ten countries officially announced the creation of the Integrated Anti-Ballistic Defense Coalition.
The founding members of the alliance are Ukraine, Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, and the United Kingdom, according to the official website of the Élysée Palace on July 13.

"We, the leaders of Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, Ukraine and the United Kingdom, recognizing the growing threat posed by ballistic missiles and the increasing importance of defense capabilities for the security of the European continent, today announce the launch of the creation of an exclusively defensive coalition on missile defense issues," the declaration states.
"We express our support for its flagship project, which must work at a fast pace on the development of anti-missile potential," the joint announcement reads.
The participating leaders believe that protecting Europe requires a comprehensive approach and an integrated missile defense architecture. This system is intended to deter and overcome future missile threats through collective work, technological openness, and reliable industrial cooperation.
The declaration notes that the new framework will cooperate with existing security structures.
The document emphasizes that European leaders recognize the unique operational experience that Ukraine has gained while defending against Russia’s full-scale invasion of Ukraine.

Through this declaration, the European nations plan to establish shared operational requirements, joint technical working groups, clear governance mechanisms, and a specific roadmap to reach the initial operational capabilities of the coalition. All steps will be carried out in accordance with the constitutional frameworks of each country and international obligations.
The leaders also expressed their intent to deepen scientific and technical cooperation within the alliance. "We will look to support joint research and development activities within the Flagship Project, including by exploring appropriate funding opportunities and facilitating enhanced data and information sharing," the declaration states.
The coalition remains open to other countries that share its core principles and objectives. The official launch follows an announcement by President Volodymyr Zelenskyy on July 9, who noted that an initial meeting dedicated to the Ukrainian "Freya" anti-ballistic system project would take place in France.
