Ukraine has yet to receive $16 billion in US assistance covered by previous agreements and decisions, President Volodymyr Zelenskyy said, calling on Kyiv to move quickly in Washington and rebuild momentum for additional American support after the US elections.

Zelenskyy made the comments in an interview with TSN on the sidelines of the Ibero-American Summit in Madrid on November 5.

Asked whether a new Ukraine aid package could emerge in Congress following the elections, Zelenskyy said Kyiv “must work on this.”

“And whether someone likes it or not, with all due respect to everyone, Ukraine has no other choice but to strengthen itself. At least as long as the war continues. Of course, we need to raise the issue that, under previous agreements and previous decisions, $16 billion was stopped and $16 billion was not provided,” Zelenskyy said.

He argued that Ukraine now needs to adapt quickly to what he described as a “new political infrastructure” in the United States and consolidate the bipartisan backing Kyiv already has.

“We need to move quickly. We need to unite the bipartisan support that we have. Understanding the redistribution of forces, we need to build the dialogue correctly. Right now, our chances of receiving additional assistance from the United States may increase,” he said.

The scale of undelivered US assistance has also drawn attention from open-source researchers examining Pentagon oversight reports.

OSINT researcher Shrike News pointed to reports from the Pentagon inspector general showing that, as of March 2026, approximately $19.2 billion worth of weapons had been delivered to Ukraine under the Ukraine Security Assistance Initiative, or USAI, out of roughly $33.5 billion covered by the program.

By August, Pentagon reporting still put deliveries at about 57% of the $33.5 billion total, broadly equivalent to the same $19.2 billion figure.

Those USAI figures imply a delivery gap of roughly $14.3 billion. They therefore support Zelenskyy’s broader point that a large volume of previously approved assistance remained undelivered.

Previously, reports emerged that US Defense Secretary Pete Hegseth has reportedly delayed approving the transfer of a substantial shipment of Patriot interceptor missiles to Ukraine, raising concerns among Ukrainian officials that Washington may be withholding the weapons to exert political pressure on Kyiv.
