Delegations from Ukraine, Germany, France, the United Kingdom, the United States, NATO, the European Union, and the World Bank met in Brussels on November 4 to discuss post-war reconstruction and long-term economic growth.

The European Commission stated that these discussions are part of ongoing efforts to achieve a lasting peace.

The EU and its member states remain Ukraine’s largest financial backers, having provided €231.5 billion since Russia launched its full-scale invasion.

These talks build upon previous discussions held in Miami earlier this year. The strategy relies on a shared economic framework established by Ukrainian and American officials.

The current focus remains on completing practical models for post-war economic growth. Delegates are working to identify specific tools and mechanisms to support development and complement domestic recovery measures.

Reforms carried out by Ukraine as part of its EU accession process remain a key requirement. Officials noted that these reforms help maintain stability, build investor confidence, and attract private capital along with continued international funding.

European Union representatives emphasized that aid will continue while peace efforts progress. Financial and structural assistance aims to strengthen national resilience and secure future economic stability.

On October 16, European Commission President Ursula von der Leyen announced that the European Union aimed to open the final two negotiating clusters in Ukraine’s accession talks by the end of 2026.

Speaking before the second day of the EU summit, she expressed gratitude to Ukraine’s parliament for adopting the necessary reforms to advance the membership process. The announcement followed Ukraine’s successful completion of the bilateral legislative screening in September 2025 and the opening of the first “Fundamentals” cluster in June 2026.

Additionally, von der Leyen stated that the EU was preparing its 22nd sanctions package against Russia, emphasizing that sanctions would remain in place until Moscow ended its war against Ukraine.
