Moscow Targets German Military as Cyber and Sabotage Operations Rise

Germany and its armed forces, the Bundeswehr, are directly targeted by Russia, which continues to build up its military capabilities and carry out hybrid attacks against NATO members.
German Defense Minister Boris Pistorius delivered this warning on November 4, 2026, speaking at the Berlin Security Conference, Ukrinform reported.

Pistorius emphasized that the threat from Moscow extends well beyond Ukraine. He stated that Russian aggression manifests daily through sabotage, cyberattacks, disinformation, and border provocations across the territory of the Alliance.
In response, Moscow is steadily expanding its armed forces and developing military capacities aimed specifically at NATO, a development that Europe cannot afford to ignore.
Addressing the likelihood of an attack, the defense minister noted that it depends on several factors, including Russia’s continued drive for military escalation and its operational capacity to execute those intentions, according to Ukrinform.

To prevent aggression, Europe must strengthen its own defense so that the cost of an attack appears unpredictable or prohibitively high to Moscow, preserving effective deterrence while maintaining a solid transatlantic partnership.
The primary target of Moscow’s hybrid aggression extends to Germany and its armed forces as Russia expands its capabilities aimed at NATO.
Previously, it was reported that Germany planned to build a new naval port in Emden on the North Sea to support the expansion of its naval capacity for operations in the North Atlantic and High North.
Germany’s Defense Ministry, the state of Lower Saxony, the Federal Institute for Real Estate, and the City of Emden signed a letter of intent to initiate the planning process.
The decision reflected NATO defense strategy and national military requirements, as the Bundeswehr anticipated needing additional berths, support infrastructure, accommodation, and training facilities for incoming ships and personnel.
