Ukrainian President Volodymyr Zelenskyy stated on November 3 that the next round of diplomacy could pave the way for direct talks between the leaders of Ukraine, the United States, and Russia.

“We expect the trilateral meeting format between Ukraine, the United States, and Russia to resume in the near future. November 10–11,” Zelenskyy stated during a joint media appearance with German Chancellor Friedrich Merz. “This will be a team-level format, and we expect that work in this format and our other diplomatic steps will open the way to a trilateral format at the level of leaders.”

Zelenskyy said that talks involving the leaders of Ukraine, the US, and Russia could address the central issues needed for a lasting settlement.

“It is precisely such a format—at the level of leaders—that can resolve the key issues in order to achieve lasting peace and guaranteed security,” he stated.

Ukraine is also coordinating closely with Germany and other European countries on the main elements of the negotiations, according to Zelenskyy.

“Europe is involved in the process of achieving peace, and we are doing everything to ensure that we have a common European view of the security challenges and of how and with what this war should end,” he added.

Zelenskyy stated that peace must be “dignified” in order to become lasting, describing that as one of Ukraine’s key principles.

He also announced team-level meetings in Brussels involving the US, Europe, NATO, and Ukraine, focused on a reconstruction package and security guarantees.

Zelenskyy has also rejected symbolic proposals for leader-level talks in Kyiv or Moscow, arguing that they would not advance negotiations. On November 3, he stated that any direct meeting should focus on concrete steps toward ending the war, beginning with a ceasefire.
