Ukraine’s Drone Diplomacy Goes Global With 9 Deals Signed and 15 More Underway

Ukraine has signed long-term Drone Deals with nine countries and is negotiating another 15 agreements, turning its battlefield-tested technology and wartime expertise into a growing network of international defense partnerships.
President Volodymyr Zelenskyy announced the figures during a meeting with Ukrainian ambassadors, Ukrinform reported on August 3.

“Through the Drone Deals format, Ukraine receives long-term annual financing for the country and Ukrainian defense production, creating a stable financial foundation for the defense industry. Our partners, in turn, receive modern defense capabilities,” Zelenskyy said.
“Drone Deals have now been concluded with nine countries, and another 15 agreements are being developed. I congratulate our team on this very serious result,” he added.
Zelenskyy described Drone Deals as a new central format for Ukraine’s defense cooperation with partner countries.
The initiative extends beyond simply selling Ukrainian UAVs abroad. Under the agreements, Ukrainian specialists assess the level of protection partner countries require, including their air defenses and other military systems, before proposing solutions based on Ukraine’s combat experience.
“When we speak about Drone Deals, we do not mean simply exporting—or only exporting—particular drones,” Zelenskyy said.
“This format integrates Ukraine’s wartime defense experience with the defense capabilities of our partners. Ukrainian expert teams assess the level of protection partners require, their air defenses and other defense systems, and propose ways to strengthen them through long-term cooperation with Ukraine lasting at least 10 years,” he explained.
The agreements are intended to provide Ukraine’s defense industry with predictable financing while giving allied countries access to weapons and operational knowledge developed and tested during Russia’s war of aggression against Ukraine.
The format also includes cooperation between Ukrainian defense technology companies and manufacturers in partner countries, potentially covering joint production, technology integration, training, and the development of new systems.
According to Zelenskyy, the initiative combines rapid exports of Ukraine’s strongest battlefield-proven weapons with deeper industrial partnerships designed to last for at least a decade.
Earlier, Ukraine and the European Union signed a new Drone Deal as part of a broader defense-industrial partnership.
In addition, Ukraine and the United States signed a bilateral statement of intent establishing a framework for future cooperation on military drone technologies, including the temporary export of Ukrainian unmanned systems to the US for testing.
