According to Fedorenko, the memorandum is intended to expand cooperation between Ukraine and the United States by facilitating the involvement of American companies, technologies, and expertise in Ukrainian energy projects.
“We jointly signed a memorandum that expands our cooperation and opens up new opportunities for Ukraine to attract American investment. The document establishes a framework for involving American companies, their technologies, and expertise in projects that will increase production volumes and improve the efficiency of the sector,” Fedorenko wrote.

He emphasized that American companies possess advanced technologies, industry expertise, and investment capabilities that could contribute to the development of Ukraine’s oil and gas industry.
Fedorenko also expressed Naftogaz’s interest in pursuing joint projects with US partners, highlighting the potential for further cooperation in the energy sector.
“We are grateful to the US Department of State for its support and efforts to develop business relations. The next step is to engage potential investors in negotiations and turn our cooperation into concrete investment projects,” he added.

In a separate development, Ukrainian President Volodymyr Zelenskyy announced on October 28 that the United Kingdom would provide approximately $13.3 billion in additional financial support to Ukraine following talks with British Prime Minister Andy Burnham.
According to a statement published on Zelenskyy’s official Telegram channel, the package includes approximately $9.3 billion in economic assistance over the next three years, alongside another $4 billion in British export financing, primarily intended to support weapons deliveries and strengthen Ukraine’s defense capabilities.
