Zelensky Asks Trump for Emergency Winter Package of 300 Patriot Missiles Amid Fears of Energy Grid Collapse

Ukrainian President Volodymyr Zelenskyy stated that he asked US President Donald Trump to urgently supply Ukraine with an emergency winter package of 300 Patriot air defense interceptor missiles.
Zelenskyy emphasized that without these 300 missiles, Ukraine will not be able to protect its energy infrastructure from Russian ballistic strikes this winter, which risks power and heating shutdowns for millions of people and a humanitarian crisis, as reported by Axios on July 29.

According to Zelenskyy, Trump agreed during their White House meeting to move forward with plans for licensed production of Patriot interceptors in Ukraine.
Following the talks, Zelenskyy met with representatives of defense companies Lockheed Martin and Raytheon, which produce the missiles. However, setting up local manufacturing in Ukraine will take between one and five years, even if licenses are secured.
Zelenskyy stated that Ukraine is prepared to share any military technology or expertise required by the US in exchange for the interceptor missiles.
The US president promised to try to assist with the missile supply, but noted that the United States is also facing a missile shortage due to the war with Iran. In addition, Ukraine is working with US defense companies to explore converting Ukrainian ballistic missiles into interceptors similar to the Patriot system.
Zelenskyy noted that this approach could allow Ukraine to strengthen its air defense faster and at a lower cost to counter Russia’s full-scale invasion of Ukraine. However, Ukraine's push for domestic production faces immediate technical and licensing obstacles.
Boeing’s reluctance to issue production licenses for the PAC-3 model’s specialized homing head guidance system created a significant bottleneck for Ukraine’s plan to manufacture Patriot air defense missiles locally.
Additionally, safety risks from potential Russian targeted strikes on domestic facilities forced experts to consider building workshops in Western Europe, while high US domestic demand for the missiles further complicated the process.
