A package of security guarantees for Ukraine could be finalized as soon as this week, with European leaders exploring the deployment of troops as part of a potential peace agreement, Bloomberg reported on August 19.

According to officials familiar with the discussions, around 10 countries are prepared to send forces to Ukraine once hostilities subside.

These troops would not be placed on the front line but instead tasked with training Ukrainian soldiers and reinforcing long-term security. Britain and France are reportedly ready to commit hundreds of soldiers for such a mission.

The move follows a White House summit on August 15, where President Donald Trump signaled support for the plan, giving European leaders momentum to push forward.

“When it comes to security, they’re willing to put people on the ground,” Trump said. “We’re willing to help them with things, especially—probably you could talk about by air, because there’s nobody that has the kind of stuff we have… But I don’t think it’s going to be a problem.”

White House Press Secretary Karoline Leavitt confirmed Trump views the guarantees as “critically important to ensure a lasting peace.”

She added that while US boots on the ground are not part of the plan, Washington could provide coordination, intelligence, and possibly air defense support.

European officials will continue talks this week with their American counterparts, NATO’s top military commander in Europe, and defense chiefs from across the alliance. The discussions center on “robust security guarantees” and preparations for a multinational reassurance force should active fighting end.

The initial phase of the plan includes training programs, reinforcements, intelligence sharing, and border surveillance. Later stages could expand to weapons support and advanced air defenses.

The Kremlin has rejected outright the idea of NATO troops on Ukrainian soil and continues to demand that Kyiv cede control over occupied eastern territories.

Earlier, NATO Secretary General Mark Rutte said that over the past several months, a coalition of 30 nations—including Japan and Australia—has been working on a framework of security guarantees for Ukraine.
