Ukraine Security Guarantees in the Works for Months, Backed by 30 Nations, Rutte Says

Over the past several months, a coalition of 30 nations—including Japan and Australia—has been working on a framework of security guarantees for Ukraine, NATO Secretary General Mark Rutte said in an interview with Fox News on August 18.
“Over last couple of months under the leadership of Keir Starmer, the British Prime Minister, and Emmanuel Macron, the French President, a group of now 30 countries, including Japan and Australia are working on this concept of security guarantees,” Rutte stated.
He stressed that the United States’ participation in the project will be discussed in the coming days.
Secretary General also said that during a recent meeting at the White House—bringing together US President Donald Trump, Ukrainian President Volodymyr Zelenskyy, and EU leaders—there was no agreement on deploying European troops to Ukraine, nor was Washington’s role in the process clearly defined.

This debate over Ukraine’s security framework came into sharper focus during President Volodymyr Zelenskyy’s visit to Washington on August 18. At the White House, US President Donald Trump addressed the idea of a ceasefire, suggesting instead that talks should move directly toward a broader peace deal.
“I don’t think you need a ceasefire,” Trump said. “I like the concept of a ceasefire for one reason, because you’d stop killing people immediately … but we can work a deal where we’re working on a peace deal while they’re fighting.”
Earlier, Ukrainian President Volodymyr Zelenskyy thanked General Keith Kellogg for his cooperation with Ukraine’s delegation in preparing for the peace talks in Washington. “General Kellogg, thank you for the meeting and for the joint work with our team,” Zelenskyy said.
