Ukrainian President Volodymyr Zelenskyy stated that the proposals currently under discussion for the Zaporizhzhia nuclear power plant include a potential joint management arrangement, contingent upon demilitarizing the site and withdrawing Russian troops from the facility.

Zelenskyy said the United States has proposed “a joint format for managing the plant,” but stressed that any such arrangement must start with Russia’s military leaving the station area so Ukraine can regain access.

“If the Americans can take the plant under their control by somehow demilitarizing this zone, meaning Russian troops must withdraw from the plant to some distance, then there will be an opportunity for Ukraine to have access to the plant,” he said, adding that for Kyiv, the facility remains Ukrainian property even though Russian forces now occupy it.

The president described a possible future consortium in which an American stake would reflect US influence and financial involvement, while Ukraine’s share would remain its own, but said the structure and operation of such a body are not yet defined.

Zelenskyy noted that key questions remain open, including what kind of consortium might run the plant, how any arrangement would be implemented, how the facility could be brought back into operation and how it would be managed, concluding that “everything is under discussion.”

Earlier, it was reported that Ukrainian President Volodymyr Zelenskyy said the US compromise proposal on Donetsk raises unresolved questions about governance and security, urging equitable troop withdrawals and further discussion on key issues.
