After Deadly Strike, Ukraine Urges West to Back Retaliatory Action Against Russia

Ukraine’s Ministry of Foreign Affairs has urged the international community, including members of the Shanghai Cooperation Organization (SCO), to respond firmly to Russia’s large-scale missile and drone attack on August 28.

According to the ministry, Russia launched 629 aerial weapons overnight, including 598 Shahed drones and imitator UAVs, two Kh-47M2 Kinzhal aeroballistic missiles, nine Iskander-M/KN-23 ballistic missiles, and 20 Kh-101 cruise missiles.

The strikes hit residential areas, killing at least 15 people, including four children, and injuring 38. One of the victims was a child under the age of three who was born during the war in October 2022.

The ministry emphasized that the deliberate targeting leading to the deaths of children constitutes one of the gravest crimes under international law and requires accountability. It called on all states, organizations, and leaders to issue clear public positions and take concrete steps in response.

Ukrainian diplomats also highlighted that a building of the European Union Delegation in Kyiv was damaged during the attack. They stressed that this constitutes a violation of the 1961 Vienna Convention on Diplomatic Relations and urged international condemnation.

The statement noted that the strikes demonstrate Russia’s disregard for global peace efforts, including initiatives supported by US President Donald Trump.

Kyiv underscored that Russia’s refusal to engage in direct talks with President Volodymyr Zelenskyy and its continued use of force show that Moscow remains the main obstacle to a comprehensive and sustainable peace.

Ukraine called on Latin American, African, Middle Eastern, and Indo-Pacific nations, which have repeatedly voiced support for peace and restraint, to condemn the attack and press Russia to stop its actions. Special attention was directed to the SCO summit scheduled for August 31–September 1, where Kyiv expects leaders to take a clear stance on Russia’s strikes.

The foreign ministry urged international partners to accelerate the supply of air defense systems and long-range weapons to Ukraine to counter such attacks, as well as to strengthen sanctions.

Specific measures proposed include the adoption of the EU’s 19th sanctions package, full disconnection of Russia from global financial systems, restrictions on its shadow tanker fleet, and tariffs targeting its war economy.

Ukraine also reiterated the need for legally binding security guarantees to prevent further aggression and called for the establishment of a Special Tribunal to prosecute Russia’s leadership for the crime of aggression.

Earlier, President Trump approved the transfer of 3,350 US-made ERAM strike missiles to Ukraine as part of an $850 million package, but their use—particularly for strikes inside Russia—will require prior Pentagon authorization. The long-range munitions, funded largely by Europe, are expected to boost Ukraine’s air-delivered deep-strike capability.
