China’s Drone Tech Is Powering Russia’s Kamikaze and Recon Fleet

Chinese drone experts have visited Russia multiple times to assist in the development of military drones at state-owned manufacturer IEMZ Kupol, according to European security officials and documents reviewed by Reuters on September 25.

The collaboration included technical work on existing models and flight tests of new drones, highlighting China’s growing role in Russia’s drone production.

Kupol has received shipments of Chinese-made attack and surveillance drones via Russian intermediary TSK Vektor, itself under US and EU sanctions, according to a Reuters investiagion.

Among the models tested were the Garpiya series, based on Iran’s Shahed design, and new drones like the GA-21, which can be used for both reconnaissance and strikes. European officials told Reuters that the visits suggest Russia aims to expand its drone capabilities for its invasion of Ukraine.

China’s foreign ministry denied involvement, stating it maintains a “neutral and fair position” on Ukraine and strictly controls dual-use exports, including drones. The Kremlin, Russian defense ministry, and Kupol did not respond to Reuters’ requests for comment.

Previously, Ukrainian military intelligence had revealed that Russia’s D-30SN universal glide bomb incorporates components sourced from foreign companies not currently under international sanctions.
