The EU Council has approved the RePowerEU mechanism, which mandates a complete phaseout of Russian fossil fuels by 2028, according to a report by European Pravda correspondent on October 20.

The decision passed by a qualified majority, with only Hungary and Slovakia voting against.

Under the new framework, all EU gas imports from Russia, including liquefied natural gas (LNG), will be legally banned from January 1, 2028. The first stage of restrictions begins on Januart 1, 2026, allowing limited exemptions for contracts signed before June 17, 2025.

The plan introduces pre-approval procedures for all gas imports, including mixed-origin LNG, and adds a new monitoring system to prevent covert Russian gas transit into the EU, European Pravda reported.

Member states must now submit national diversification strategies detailing how they will replace Russian energy imports.

The RePowerEU initiative, part of the bloc’s broader energy independence strategy, still requires negotiation with the European Parliament before it becomes law, according to European pravda.

Previously, it was reported that, at an informal European summit in Copenhagen, European Commission President Ursula von der Leyen announced that the EU plans to implement tougher restrictions on Russia, targeting three key sectors: energy, financial services, and trade.
