European Commission President Ursula von der Leyen reaffirmed that any future peace agreement must respect Ukraine’s independence, sovereignty, and territorial integrity and must be backed by reliable security guarantees, during a meeting with U.S. Special Representative for Ukraine and Russia, Keith Kellogg, in Brussels on February 18.

Von der Leyen emphasized the EU’s decisive role in ensuring Ukraine’s financial stability and defense. She noted that the EU has provided a total of €135 billion (approximately $145 billion) in aid to Ukraine—more than any other ally. This includes $52 billion in military assistance, putting the EU’s contribution on par with that of the United States.

She outlined Europe’s plans to ramp up defense production and spending, aimed at strengthening both European and Ukrainian military capabilities.

Von der Leyen stressed that the EU is fully committed to supporting Ukraine militarily—and is prepared to do even more.

“Reaffirming the EU’s commitment to a just and lasting peace, the president reiterated that any resolution must respect Ukraine’s independence, sovereignty, and territorial integrity, backed by strong security guarantees,” an official statement read.

She also expressed the EU’s readiness to work alongside the U.S. to end the bloodshed and help secure a just and lasting peace—one that Ukraine and its people rightfully deserve.

Von der Leyen underscored that this is a critical moment in the war and that Europe must act decisively to support Ukraine in defending its freedom.

Earlier, reports emerged that the European Union was working on a multi-billion-euro defense package to support Ukraine’s war effort, with German Foreign Minister Annalena Baerbock hinting at the sheer scale of the upcoming package, suggesting it could be worth around $732.2 billion (€700 billion).
