Russian forces are repurposing holiday resorts in temporarily occupied Sevastopol to host military units, the partisan movement ATESH reported via Telegram on November 27.
The movement said its agents have observed a noticeable spike in activity around the “Sevastopol” military recreation base. Once designed for rest and rehabilitation of servicemembers, the complex has now been transformed by Russian forces into a covert military command center.

The movement said its agents have observed a noticeable spike in activity around the “Sevastopol” military recreation base. Once designed for rest and rehabilitation of servicemembers, the complex has now been transformed by Russian forces into a covert military command center.
Information gathered by the partisans indicates that a full military unit is now stationed within the resort’s buildings, consisting of military analysts, IT specialists, and staff officers. Many of them reportedly wear civilian clothing to maintain the appearance of a normal leisure facility and avoid attracting unnecessary attention.
“The occupiers are cynically hiding behind a facility that was meant for the treatment and recovery of their soldiers, but in reality have turned it into a headquarters. This is further evidence that they are in panic, looking for any way to conceal key command nodes,” the movement’s agents said.

Meanwhile, partisans in occupied Sevastopol have identified a Russian command center directing airstrikes on southern Ukraine, situated on the grounds of the former Sevastopol Aviation Plant, which now functions as a branch of the state-owned enterprise Aviakomplekt.
According to ATESH, the site is used not only for repairing helicopters for Russia’s Ministry of Defense but also as a major military logistics hub. It is from this facility that Russian forces select targets and coordinate combat flights toward southern Ukraine.
Earlier, in Sevastopol operatives from the ATESH partisan movement carried out reconnaissance on a Russian special-purpose unit tasked with protecting the Kerch (Crimean) Bridge.
