EU foreign policy chief Kaja Kallas has pledged $10.6 million to support the creation of a Special Tribunal for the Crime of Aggression against Ukraine.

The announcement was made during her visit to Kyiv on October 13, according to a correspondent from European Pravda.

Speaking at a press conference in the Ukrainian capital, Kallas emphasized the need to hold the Russian leadership accountable for launching the war.

“Russia’s leaders are responsible for this war, and there would be no war crimes if there had been no crime of aggression—no atrocities without aggression. That’s why no one should escape accountability for the crimes committed. The forced deportation of children and sexual violence are among the darkest chapters of Russia’s war,” she said.

In addition to the funding for the tribunal, Kallas also announced $6.36 million in support for Ukrainian children illegally deported by Russia and survivors of sexual violence.

“This will help ensure that victims of these crimes receive the assistance they need,” she added.

According to European Pravda, the funding is part of broader European efforts to ensure justice and accountability for Russia’s war crimes, and to support Ukraine’s resilience in the face of ongoing aggression.

Earlier, President Volodymyr Zelenskyy ratified an agreement with the Council of Europe to create a Special Tribunal aimed at holding Russia accountable for the crime of aggression against Ukraine.

He also urged lawmakers to promptly endorse the agreement and emphasized the importance of working closely with international partners to ensure the tribunal’s swift establishment and operation.
