Macron Announces Joint EU–US Effort to Curb Russia’s Shadow Fleet and Oil Revenues

French President Emmanuel Macron said that the European Union and the United States are coordinating efforts to tighten sanctions on Russia and disrupt the operations of Moscow’s “shadow fleet.”
Macron made the comments during a joint press briefing with the President of Ukraine Volodymyr Zelenskyy on November 17.
He expressed hope that the war could be brought to an end by 2027, noting that recent months have been shaped by decisions that he described as genuine turning points.
Macron stressed that unity between the EU, the US, and other key partners remains essential for maintaining pressure on Russia.

He also emphasized that the move to sanction Russia’s major oil companies marks a significant turning point and said the measures are expected to take effect in parallel with stepped-up efforts against the Russian “shadow fleet,” which finances more than a third of Russia’s military activity.
Macron reiterated that sustained pressure and cooperation with the United States will be crucial.
Earlier, French President Emmanuel Macron announced that Ukraine will be the first recipient of the latest-generation SAMP/T air defense system—a version still in development—during a joint press conference with President Volodymyr Zelenskyy in Paris on November 17.
According to Macron, the upgraded system will include enhanced capabilities compared to existing variants.
