Macron Confirms Europe Finalizes Security Guarantee Package for Ukraine Before Paris Summit

European allies have completed preparations for a package of security guarantees for Ukraine, French President Emmanuel Macron confirmed during talks with Volodymyr Zelenskyy in Paris on September 3. The agreements, drafted at the defense minister level, are now awaiting political approval, according to Macron.
“Thanks to the contributions prepared, documented and confirmed this afternoon at the defense minister level under strict secrecy, we can now say that this work is complete and ready for political approval,” Macron said at the Élysée Palace.
The framework follows months of confidential meetings between European defense officials, first initiated after the White House summit in mid-August.
The announcement comes ahead of the Coalition of the Willing summit in Paris on September 4, which will be co-chaired by Macron and British Prime Minister Sir Keir Starmer.

Attendees are expected to include European Commission President Ursula von der Leyen, European Council President Charles Michel, NATO Secretary-General Mark Rutte, Finnish President Alexander Stubb, Danish Prime Minister Mette Frederiksen, and Polish Prime Minister Donald Tusk.
After the Paris meeting, a follow-up call with US President Donald Trump is planned, Deutsche Welle reported.
The Paris summit builds on the Coalition of the Willing initiative launched during the London Summit on Ukraine in March 2025.
Since then, multiple rounds of talks in London, Brussels, Paris, Kyiv, and Northwood have focused on operational planning for European-led security measures and potential peacekeeping arrangements.
The September 4 meeting is seen as a turning point, shifting the process from technical preparations to political endorsement, with the goal of establishing a concrete framework for Ukraine’s long-term security.
Earlier, it was reported that senior US and European military leaders finalized a set of military options for Ukraine, which are poised for review by national-level security authorities.
