Estonia’s Foreign Intelligence Service Director General Kaupo Rosin stated that his agency sees no indication that Russia intends to attack any Baltic state at this time, according to ERR on December 29.

In an interview with the public broadcaster, Rosin said, “What we’re still seeing today is that Russia currently has no intention of attacking any of the Baltic states or NATO more broadly.”

Rosin said Estonia and its allies had seen Russia adjust its conduct after Western responses to incidents in the region, adding that “it’s still clear that Russia respects NATO and is currently trying to avoid any open conflict.”

He pointed to publicly observable changes, including modified drone routes over Ukraine, intended to lower the risk of spillover.

He also said Russian aircraft over the Baltic Sea were now flying with greater discipline, closely tracking their navigation and sticking to established flight paths to avoid provoking new incidents.

After a series of incidents—from damage to undersea cables to drone incursions and airspace violations—Russia appears to have adjusted its behavior in response to reactions from Western governments and NATO. The measures, he said, were aimed at reducing the chances of repeat episodes.

Earlier, it was reported that Russia launched large-scale naval drills across multiple theaters, including the Baltic Sea, practicing anti-submarine and counter-drone scenarios and showcasing long-range precision and unmanned systems.
