At the end of July, the OSCE will activate the Moscow Mechanism to document Russia’s crimes against Ukrainian prisoners of war — a move that Russia cannot block.

Ukraine’s Permanent Representative to International Organizations in Vienna, Yuriy Vitrenko, made the announcement during a visit to Kyiv by a delegation of OSCE participating States, an Ukrinform correspondend reported on June 2

“This month, we’re launching the Moscow Mechanism to record Russian war crimes against our POWs. At the same time, the OSCE Office for Democratic Institutions and Human Rights will release its seventh report,” Vitrenko said.

He emphasized that this is part of Ukraine’s broader effort to gather hard evidence that can be used in international courts to hold Russia accountable.

Vitrenko also noted that the OSCE recently conducted a comprehensive analysis of Russia’s “shadow fleet” — focusing on its environmental, economic, security, and sanctions-related impact.

The Moscow Mechanism was established under the 1991 OSCE Moscow Document. It allows a group of ten or more participating States to launch an independent expert mission to investigate serious violations of human rights in another member state. The mission works in coordination with ODIHR to collect facts, publish a report, and provide recommendations for further action.

Earlier, it was reported that at its latest plenary session, the OSCE overwhelmingly adopted a resolution, backed by Ukraine, condemning Russian aggression.
