Russian Telegram channels, including Astra, published videos showing drones flying low over residential areas, with air defense systems audible in operation. OSINT analysts geolocated some of the footage to an area approximately three kilometers from the Syzran oil refinery, indicating the facility may have been among the intended targets.
Regional authorities confirmed that the attack triggered emergency measures. Local officials reported that the “Carpet” plan was activated, leading to the temporary suspension of flights at Samara’s Kurumoch airport.
Local authorities also reported damage to civilian infrastructure. Samara region governor Vyacheslav Fedorishchev stated that part of a residential building collapsed following the incident. “Four people, including one child, were rescued from under the rubble,” he said.

According to OSINT sources, some of the damage in residential areas may have been caused by Russian air defense activity while attempting to intercept the drones.
The Russian Ministry of Defense claimed that air defense systems intercepted 155 drones overnight across multiple regions, including Samara, Kursk, Belgorod, and others, as well as over Crimea and the Black Sea.
The Syzran oil refinery is a key regional facility, processing around 90,000 barrels of oil per day and producing gasoline, diesel fuel, and fuel oil. Disruptions to such infrastructure have previously impacted Russia’s fuel supply chain.
Earlier, Ukrainian forces struck the Atlant Aero facility in Taganrog using Neptune cruise missiles, damaging at least two production workshops linked to the manufacturing of Molniya-series drones, according to Radio Svoboda on April 20, citing Planet Labs satellite imagery.
