According to hromadske on April 21, citing an informed source, the operation was carried out by the SBU’s Alpha special operations unit. The strike hit infrastructure at the facility located near the settlement of Prosvet in Russia’s Samara region.

The source told hromadske that the targeted station plays a central role in Russia’s oil logistics system, where different grades of crude are blended to produce the Urals export blend. As a result of the strike, five crude oil storage tanks, each with a capacity of approximately 20,000 cubic meters, were damaged.

“Strikes on such key nodes directly reduce Russia’s ability to form export oil shipments and fulfill contractual obligations. The balance of raw materials is disrupted, logistics and storage costs increase, and risks of supply disruptions emerge,” the source said.

Russian regional authorities acknowledged the incident. Samara region governor Vyacheslav Fedorishchev stated that drones targeted an industrial site overnight, adding that emergency services were deployed to areas where UAV debris fell. He reported no casualties.

Earlier, a large-scale fire broke out at the Tuapse oil refinery on Russia’s Black Sea coast following a reported Ukrainian drone attack overnight on April 19–20.

According to Astra, multiple fuel storage tanks ignited in the facility’s tank farm, with up to ten reservoirs affected. Regional authorities confirmed the incident, while footage showed explosions and heavy smoke rising above the site. The refinery, one of Rosneft’s most advanced facilities, has been repeatedly targeted since 2022.
