Putin Orders Ukrainians Without Legal Grounds to Exit Russia by September 2025

On March 10, Russian leader Vladimir Putin signed a decree requiring Ukrainian citizens without “legal grounds for staying in the country” to leave Russia by September 10.

The new decree refers to a previous order issued on December 30, 2024, which required foreign nationals to regularize their legal status in Russia by April 30 or leave the country.

The decree is part of Moscow’s efforts to force Ukrainian citizens to accept Russian passports or leave temporarily occupied regions, while also promoting the relocation of Russian citizens to these areas.

Additionally, the latest decree specifies that foreigners and stateless individuals in the temporarily occupied regions of Ukraine must undergo medical examinations by June 10, 2025.

They will need to submit documents to the Russian Ministry of Internal Affairs confirming they are free from drug or psychotropic substance use, infectious diseases considered a public health risk, and HIV.

Previously, it was reported that a bipartisan group of US lawmakers has introduced a resolution reaffirming that the official policy of the United States is to neither recognize nor take any actions that imply recognition of Russia’s claims over Ukraine’s occupied territories.
