“Rear Units” and “No Frontline”: Russia’s New Tactics to Attract Recruits

Russia has stepped up its recruitment campaign for contract soldiers in 2025, according to a new report by the London-based think tank OpenMinds, released on October 8.
The report notes that in the first half of 2025, the number of recruitment advertisements on Russian social media increased by more than 40% compared to the same period last year.
The campaign has shifted focus from the mass mobilization seen in 2022–2023 to targeted recruitment for so-called “non-combat” roles.
These positions often for drivers, technicians, and logistics personnel—are being promoted as “safe” or “quiet” service options.

Yet OpenMinds analysts caution that such descriptions can be deceptive: “These ads frequently act as initial entry points for recruits who may later be transferred to combat units.”
The report also observes a change in messaging, with growing use of phrases such as “Rear units,” “Non-assault divisions,” and “Service away from the front.” By mid-2025, around 20% of all military-related job postings included such terms—a significant increase from previous years.
Additionally, Russia has announced its autumn conscription campaign, calling up more than 130,000 citizens for mandatory military service.
Earlier, it was reported that Russia has launched a new wave of recruiting Indian nationals into its armed forces, often by deception and coercion.
