Russia Could Declare Fake “Victory” Over Ukraine and NATO Next Week

Russia’s state-controlled media and intelligence agencies have been instructed by the Kremlin to ramp up propaganda efforts as the Russian full-scale invasion of Ukraine nears its third-year mark, aiming to undermine public morale, destabilize Ukraine internally, and discredit the country on the international stage, Ukraine’s Main Intelligence Directorate (HUR) reported on February 21.

According to HUR, the propaganda campaign seeks to erode Western support for Ukraine by spreading false narratives, including:

  • “The West has betrayed Ukraine.”

  • “Neither Moscow nor Washington care about the opinions of Europeans or Ukrainians.”

  • “The U.S. and Russia have secretly reached a deal behind Ukraine’s back.”

  • “Ukraine’s government is illegitimate.”

  • “The Ukrainian military is losing the war.”

  • “Ukrainian officials are stealing billions in U.S. aid.”

The report suggests that Russia may go even further, claiming “victory over NATO,” as Moscow has long framed its war against Ukraine as a broader conflict with the Western alliance.

Additionally, Russia’s intelligence services have been ordered to exploit ongoing U.S. diplomatic efforts to end the war, particularly the February 18, 2025, meeting between U.S. and Russian delegations in Saudi Arabia.

One of Moscow’s primary objectives, HUR warns, is to portray Russia as a “constructive” negotiator willing to pursue peace—an attempt to whitewash its reputation as an international pariah and war criminal.

As part of this disinformation campaign, the Kremlin has also intensified efforts to target European governments that continue to support Ukraine, branding them “enemies of peace” in an attempt to weaken Western unity.

Earlier, Russian media claimed Kyiv is considering a series of terrorist attacks against Russian diplomatic missions in Europe to derail negotiations.

This was reported by various Russian news agencies, including RT, citing Russia’s Foreign Intelligence Service.

“Ukraine will most likely attempt attacks in Germany, the Baltic and Scandinavian countries, as well as Slovakia and Hungary, according to the agency,” RT wrote on its Telegram channel.
