Russians Are Moving Into Shipping Containers as Housing Costs Spiral

The growing cost of construction in Russia is driving increased demand for housing made from shipping containers, as buyers look for cheaper alternatives to traditional homes.

According to The Moscow Times on March 27, citing reporting by the Russian outlet Baza, demand for container-based housing has risen by approximately 60% over the past two years. The shift comes as prices for conventional construction materials and labor continue to increase, making standard housing less accessible.

Industry specialists attribute the trend to rising costs across multiple segments of the construction market. Frame houses have reportedly increased in price by several hundred thousand rubles in recent months, while the cost of bricks has nearly doubled since 2020. As a result, some developers are turning to alternative building methods.

Container housing is seen as a lower-cost option. A basic shipping container can cost around $1,500, while a finished unit ranges from roughly $10,000 to $16,500—significantly below the price of traditional housing.

In addition, such structures are often registered as non-permanent buildings, allowing owners to bypass construction permits and regulatory approvals.

The Moscow Times further reports that construction costs in Russia have continued to rise due to a combination of factors, including labor shortages, wage growth, tax changes, and increasing material prices.

High mortgage rates and changes in financing mechanisms for suburban housing have also contributed to reduced affordability, particularly for standard residential construction.

Earlier, Russian businesses reported record-high pessimism, with over 83% expecting economic conditions to worsen. A survey cited by the outlet found widespread declines in investment and profitability, as high interest rates and rising non-payments continue to strain the civilian economy.
