Roskomnadzor is Russia’s federal service overseeing communications, information technology, and mass media.
It can order internet providers to restrict access to websites and services as part of Russia’s online blocking system.
Human Rights Watch has described Roskomnadzor’s tools as enabling non-transparent blocking and broader state censorship that narrows space for online expression.
Earlier, it was reported that a large-scale DDoS operation disrupted Russia’s online voting infrastructure and related state digital services, with Roskomnadzor acknowledging connectivity degradation tied to a major telecom network failure.
