SBU Detains Foreign Ex-Military Instructor in Kyiv for Wartime Espionage on Behalf of Russia’s FSB

The Security Service of Ukraine (SBU) has arrested a foreign national in Kyiv who was operating as an agent for Russia’s Federal Security Service (FSB). The detainee is identified as a former military instructor from a European country who was recruited by Russian special services.
According to SBU on October 29, the man initially arrived in Ukraine in early 2024 to train mobilized fighters. However, he stopped this work and began looking for “easy money,” offering his services in pro-Kremlin online groups, which led him into contact with the FSB.
The FSB handler subsequently assigned the agent several espionage tasks. He transmitted information about Ukrainian training centers and the locations of foreign instructors. He also received instructions on how to construct an improvised explosive device and was given coordinates to a weapons cache containing a pistol and two loaded magazines.

SBU counterintelligence identified and documented the perpetrator’s activities before detaining him in the capital.
The individual has been served with a notice of suspicion under Part 3 of Article 114-2 of the Criminal Code of Ukraine, which covers the unauthorized dissemination of information about the deployment of Ukrainian military formations during wartime.
The foreigner remains in custody and faces a potential sentence of up to 12 years in prison with property confiscation. The investigation is ongoing to establish all details of the crime.
Earlier, SBU detained a 54-year-old woman in the Donetsk region for acting as a Russian informant. The woman, who lives in the frontline town of Druzhkivka, had been recruited by Russian intelligence to collect data on Ukrainian troops.
