German Chancellor Olaf Scholz urged parliament to pass a resolution under Article 115, paragraph 2 of the Constitution, classifying the war in Ukraine and its severe consequences for Germany and Europe’s security as a state of emergency during a press conference on February 13

“As a result, our support for Ukraine, which is more crucial than ever, will no longer come at the expense of other tasks that our state must carry out for its citizens,” Scholz stated.

Scholz emphasized that this concerns the peace and security of Germany. He believes that, in light of recent statements from US administration officials, an immediate response is now imperative.

Previously, on February 12, US Secretary of Defense Pete Hegseth told NATO allies that “returning to Ukraine’s pre-2014 borders is an unrealistic objective,” as US President Donald Trump focuses on efforts to end the war.

On February 13, NATO Secretary General Mark Rutte warned that Russia produces more ammunition in three months than NATO does in an entire year.
