Shahed Loaded With 22 Cluster Bombs Hits Kyiv-Area High-Rise; EOD Robot Disarms Entire Payload

Rescuers in Vyshhorod, Kyiv region, safely neutralized cluster munitions carried by a Russian Shahed drone after it crashed into the roof of a residential high-rise without detonating, Ukraine’s State Emergency Service (SES) reported on November 30.

According to the agency, the Shahed struck the building’s roof but failed to explode. On-site, bomb technicians discovered the drone’s warhead along with 21 intact cluster submunitions equipped with self-destruct fuzes. Another submunition was found in the courtyard below.
The munitions consisted of tube-shaped elements packed with fragmentation components, designed to detonate together with the main warhead—an intended mechanism to complicate demining efforts and maximize civilian casualties.
To minimize risk, authorities cordoned off the area and evacuated residents from the top floors. The SES deployed drones and a specialized explosive-ordnance robot to remotely collect the submunitions and place them into a secure containment unit. A crane then lifted the container into a demolition vehicle.
All recovered submunitions and the warhead were later destroyed in a controlled explosion at a designated demolition range.
Earlier, reports emerged that since the start of Russia’s full-scale invasion, 1,358 people in Ukraine have been affected by explosive devices, with 380 confirmed fatalities, including 21 children.
