Teenagers Recruited by Russia in Another Foiled Terror Plot in Ukraine

The Security Service of Ukraine (SBU) has simultaneously detained nine FSB agents who were preparing terrorist attacks in central and eastern regions of Ukraine.
As a result of the special operation, nine agents were arrested for plotting terrorist acts and sabotage on behalf of Russia. Among those detained were five minors, aged 14 to 15.
The investigation revealed that the agents were preparing a series of explosions in residential areas and near defense forces’ base points. Additionally, the suspects planned to detonate key bridges and vital railway tracks of Ukrainian Railways, crucial for the logistical support of Ukrainian military forces.

According to the case materials, the terrorists operated separately but with a clear division of responsibilities under the supervision of two FSB officers.
Following instructions from Russian intelligence agents, one group of operatives produced improvised explosive devices (IEDs) and hid them.
Other agents retrieved the explosives, disguised them in trash bags or piles of dirt, and left them at the planned detonation sites. Additionally, they set up hidden cameras with remote access for the FSB.

Using these surveillance points, the FSB planned to remotely activate the IEDs and record the aftermath of the explosions.
SBU officers arrested all members of the FSB agent network while they were preparing the first series of planned terrorist attacks. Over 30 kilograms of explosives were reportedly seized from them.
According to the investigation, the agents were local residents, each of whom had been recruited by the FSB through Telegram channels promoting “easy money.”

Currently, four detainees have been notified of suspicion under two articles of the Criminal Code of Ukraine: treason committed during a state of war and illegal handling of explosives.
This is yet another example of Russian intelligence services recruiting Ukrainian teenagers to carry out a terrorist attack.
Previously, an SBU spokesperson stated that 22% of those recruited by Russian intelligence services for operations in Ukraine are minors who have been used to prepare for sabotage or terrorist attacks.
