The head of Russia’s flagship nuclear research institute has sparked international attention with alarming claims that Western nations are allegedly plotting to eliminate 90% of the world’s population using social engineering and biological weapons, Russian media outlet Agenstvo reported on October 1.

Mikhail Kovalchuk, president of the National Research Center at the Kurchatov Institute and a close ally of Vladimir Putin, presented the theory during the V Forum of Class Teachers.

In a wide-ranging speech, he argued that technological advancements and robotics are making human labor obsolete and, according to him, Western elites are using this as a pretext for population control.

“They started preparing to reduce their population. They introduced LGBT to prevent reproduction. And those who didn’t accept LGBT were offered a second program—the Child-Free family. Within a generation or two, there will be no further offspring. And the rest, whom they do not consider human, will be dealt with using biological weapons: a virus with 90% mortality will wipe them out,” Kovalchuk told the audience.

He claimed that Western elites would retain only “a small portion of people they need,” while disregarding the rest. “Remember,” he concluded, “we have no friends except the army and navy.”

The forum, organized for the first time in 2025 by a foundation linked to Metropolitan Tikhon Shevkunov, who is often called Putin’s spiritual advisor, featured a mix of cultural and political programming, including a performance by the singer Shaman and a panel with propagandist Vladimir Solovyov. More than 1,000 participants attended, and the live broadcast reached 325,000 viewers.

Kovalchuk repeated similar claims in September 2024, alleging that Western nations systematically reduce their own populations through LGBTQ+ promotion and child-free policies, and would eliminate the remaining population through bioweapons. “It’s a far more serious threat because it is hidden,” he said, arguing that only educating Russia’s population could counter it.

On artificial intelligence, Kovalchuk tied automation and robotics to a global struggle over energy and resources. He claimed that AI—which he referenced as “chat GTP”—is driving the division of the world into the wealthy and poor and is linked to ongoing wars for energy supplies.

“Our country is the richest in the world in terms of resources, intelligence, and so on. We must be strong and patriotic,” he concluded.

He also described modern digital dependence as a “digital gulag,” suggesting it is designed to make humans obsolete. Kovalchuk criticized social media platforms and digital tools, claiming they prevent people from accessing basic information independently.

The speech, delivered over 13 minutes, was made on a panel alongside Kremlin aide Vladimir Medinsky and Minister of Culture Olga Lyubimova. Kovalchuk invoked historical parallels to Hitler’s strategies during World War II, claiming Western elites today similarly seek to control and reduce populations.

Earlier, reports emerged that Russia would begin enforcing new restrictions on entertainment content it believes promotes a voluntary child-free lifestyle.

Under the new guidelines, the media regulator Roskomnadzor , starting 1 September, instructs cinemas and streaming platforms to block or delete works that “encourage,” “justify,” or present advantages of refusing to have children, or that portray raising a family and remaining child-free as socially equivalent choices.

The source named Game of Thrones, Sex and the City, and the Harry Potter films as examples that may come under review.
