Trump Signals Backing for Ukrainian Long-Range Strikes Against Russia, Kellogg Reveals

The US special representative to Ukraine, Keith Kellogg, said that President Donald Trump has authorized Ukraine to carry out long-range strikes inside Russian territory—though Kellogg added that the Pentagon has, at times, withheld approval for specific missions. He made the remarks in an interview on Fox News on September 28.
Kellogg told the program that Trump’s position is clear: Kyiv should be able to “use the ability to hit deep.”

Asked whether the president had sanctioned such strikes, Kellogg replied: “I think reading what he has said, and reading what Vice President Vance has said as well as Secretary Rubio, the answer is yes. Use the ability to hit deep. ‘There are no such things as sanctuaries.’”
Kellogg also noted a contrast with past White House positions. After his 2024 re-election, Trump criticized the previous Biden administration’s decision to allow Ukraine to fire ATACMS—rockets with ranges up to roughly 300 kilometers—into Russia.

“I don’t think they should have allowed strikes with missiles 300 kilometers into Russia,” Trump said earlier, arguing such moves were “bad” and could escalate wider involvement.
Previously, Vice President J.D. Vance said the administration was discussing providing Ukraine with long-range Tomahawk cruise missiles.
