Zelenskyy Warns: Blackouts in Moscow If Russia Strikes Ukraine’s Power Grid

Ukrainian President Volodymyr Zelenskyy stated on September 27 that if Russia continues to target Ukraine’s energy infrastructure, similar consequences may be felt in Russia’s capital.

According to Suspilne, President Zelenskyy made the remarks during a press briefing on September 27, where he emphasized Ukraine’s readiness to respond to future attacks on its power grid.

“If they threaten a blackout, for example, in Ukraine’s capital, the Kremlin should know that there will be a blackout in Russia’s capital,” Zelenskyy said, referring to Russia’s continued strikes on Ukraine’s energy system.

He added that this position had been discussed with US President Donald Trump, noting, “This is, in short, one of the points we talked about with the president.”

Zelenskyy also stated, “Russia must clearly understand that civilized countries differ from wild ones in that they never start first and are not aggressors. But that doesn’t mean they are weak.”

In an earlier interview with Axios, Zelenskyy underlined that Ukraine does not target civilians but hinted that Russian government centers, including the Kremlin, could be considered legitimate military objectives. “They need to know where the bomb shelters are. If they don’t stop the war, they will need them anyway,” he said.

Russia has repeatedly attacked Ukraine’s energy infrastructure since fall 2022, aiming to undermine the country’s resilience ahead of the heating season. These attacks have led to widespread blackouts across Ukrainian cities and raised concerns about humanitarian consequences.

The Ukrainian government has long warned that it will not remain passive in the face of such threats. Zelenskyy’s recent comments suggest a strategic shift toward reciprocal deterrence, where Russia’s own infrastructure could be at risk if it continues to target Ukraine’s civilian systems.

Zelenskyy also noted that US officials recognize that Russia is not winning the war, and assured that the United States would continue to provide support to prevent Moscow from achieving its objectives.

Earlier in a closed-door UN meeting, Zelenskyy asked President Trump for Tomahawk missiles, The Telegraph reported on September 26. Trump said he “will work on it,” according to Axios. The long-range missiles could enable Ukraine to strike deep inside Russia if its infrastructure is targeted.
