Tusk: US Signals Military Response to Any Russian Breach of Ukraine Ceasefire

Poland’s Prime Minister Donald Tusk stated after talks in Berlin on ending the war in Ukraine that the US, for the first time, indicated that negotiators had informed Washington that it would respond militarily if Russia broke a ceasefire, according to Eurointegration on December 16.
Tusk, who took part in the Berlin meeting on December 15, said US Special Envoy Steve Witkoff “was unequivocal” in describing US participation in security guarantees for Ukraine.

“For the first time I heard from US negotiators … that America will engage in security guarantees for Ukraine in such a way that the Russians will have no doubt that (if the ceasefire terms are broken) the US response will be military,” Tusk said.
Tusk said it had become clear that “Americans, Europeans and Ukraine are on the same side,” and that convincing Russia to enter serious talks required Western unity. He said territorial concessions remained an open and difficult issue that required reflection by Ukraine, adding Poland would not pressure Kyiv and that any decision must be based on Ukrainians’ own assessment.
Tusk also said a ceasefire before Christmas was “very unlikely,” arguing Russia was not seriously interested in peace talks without greater pressure.
Tusk also added that Poland would have “other tasks,” including securing NATO’s eastern flank and serving as a key logistics hub for support and reconstruction, mentioning Jasionka as well as Poland’s ports and broader logistics.
Earlier, it was reported that talks in Berlin advanced discussions on security guarantees that include unprecedented, NATO Article 5‑like commitments, extensive monitoring mechanisms, and deterrence measures, though territorial disputes remain central and unresolved.
