European and UK Leaders Propose Multinational Force for Ukraine Under Peace Deal Framework

European leaders have outlined a broad package of security, military, and economic commitments to support Ukraine if a peace agreement with Russia is reached, including long-term backing for Ukraine’s armed forces and new multinational security arrangements, according to a joint statement released in Brussels, DW reported on December 15.

The statement, agreed by EU leadership and ten European countries, pledges “sustained and substantial” support for rebuilding Ukraine’s military, with the size of the armed forces in peacetime envisioned at up to 800,000 personnel.

Europe would also help establish “multinational forces for Ukraine,” coordinated by European countries with US support, tasked with assisting military recovery and contributing to security in the air and at sea, including through operations inside Ukraine, according to DW.

The commitments include a US-led ceasefire monitoring mechanism with international participation, designed to provide early warning of renewed attacks and ensure responses to violations. European leaders also pledged legal obligations to take action, including military measures, in the event of future armed aggression against Ukraine.

In addition, the statement promises significant resources for Ukraine’s recovery and reconstruction, while stressing that Russia must compensate Ukraine for the damage caused by the war. Support for Ukraine’s future accession to the EU was reaffirmed.

The leaders emphasized that international borders must not be changed by force and that decisions on territory can only be taken by the Ukrainian people, following the establishment of reliable security guarantees. They also said they would support President Volodymyr Zelenskyy in consulting the Ukrainian public if necessary, according to DW.

The signatories committed to maintaining and increasing pressure on Russia to push Moscow toward serious negotiations. The statement was issued jointly by the European Commission and the German government on behalf of the leaders of Germany, France, the United Kingdom, Denmark, Finland, the Netherlands, Norway, Sweden, Italy, Poland, as well as the presidents of the European Commission and the European Council, and remains open for other countries to join.

Previously, it was reported that EU ambassadors have approved a measure allowing for the indefinite freezing of Russian assets, a significant step toward potentially using these assets for reparations to Ukraine. This procedural change, which was endorsed by a qualified majority, removes the need for unanimous consent typically required to extend anti-Russian sanctions every six months, as was reported by the Danish EU Presidency, according to a Radio Liberty correspondent.
