A full ceasefire in Ukraine can only begin once a framework peace agreement is signed, and any separate “energy truce” is currently linked to that broader deal, Ukrainian President Volodymyr Zelenskyy said during a meeting with the press on December 11. 

Zelenskyy said the US, after repeated talks with the Russian side, now considers that “a full ceasefire can occur only when a framework agreement is signed,” adding that it is no secret Moscow will not agree to a ceasefire without some form of deal.

He stressed that Kyiv’s stance remains unchanged and that Ukraine believes a ceasefire is necessary, but said the information it receives from partners points to “the only option for a ceasefire” being the conclusion of the framework accord. 

Addressing the prospect of an “energy truce,” Zelenskyy said Turkey had worked on a plan covering both energy and maritime issues, which Turkish president Recep Tayyip Erdogan outlined to him, and that Ukraine expressed its readiness to support it and to take part in meetings first at the level of expert teams and then leaders.

The president concluded that the US side now believes the parties are close to an agreement and has proposed that “there should be an immediate ceasefire everywhere,” followed by further steps, but added that, as he understands it, Russia has told Washington there will be no truce of any kind unless an agreement is signed. 

Earlier, it was reported that President Zelenskyy stated that Ukraine, the US, and the EU are finalizing a 20-point peace framework focused on security guarantees, reconstruction, and utilizing frozen Russian assets, while rejecting any territorial concessions and emphasizing that an energy-focused ceasefire is only possible if Russia halts its attacks.
