Zelenskyy Seeks US Congress-Backed, Article 5-Style Security Guarantee to Prevent Russia’s Next Attack

Ukrainian President Volodymyr Zelenskyy stated that Ukraine is seeking legally binding security guarantees, including an “Article 5-like” commitment from the United States backed by Congress, as a compromise to prevent a renewed Russian attack, according to his remarks to the press on December 14.
Zelenskyy stated that Ukraine’s original objective was NATO membership, which he described as “real security guarantees,” but noted that some partners in the United States and Europe did not support this course.

He said Kyiv is now pursuing bilateral guarantees with Washington, alongside guarantees from European partners and other countries, naming Canada and Japan.
He also said meetings with US and European officials in Berlin “today and tomorrow” would discuss a 20-point framework plan ending with a ceasefire, which he said would immediately improve security on the ground.

Zelenskyy said any ceasefire must be followed by binding guarantees “not the Budapest Memorandum,” arguing that Washington’s “mirror” of NATO’s Article 5 must clearly define how the US would respond to a repeat Russian aggression and be endorsed by the US Congress.
Earlier, it was reported that Zelenskyy said Ukraine was preparing talks with US counterparts on its latest peace proposals and argued any plan must be structured so Russia cannot launch renewed aggression, requiring increased pressure on Moscow.
