Tusk Warns Against Budapest as Ukraine Peace Venue, Recalls Broken 1994 Promises

Polish Prime Minister Donald Tusk stated that he does not support the idea of holding potential peace talks between Ukrainian President Volodymyr Zelenskyy and Russian President Vladimir Putin in Hungary.
In a post on the platform X, Tusk recalled the 1994 Budapest Memorandum, under which Ukraine gave up its nuclear arsenal in exchange for security assurances from the United States, Russia, and the United Kingdom.
“Budapest? Not everyone remembers, but in 1994 Ukraine already received guarantees of territorial integrity from the US, Russia, and the UK. In Budapest. Perhaps I am superstitious, but this time I would try to find another place,” he wrote.

According to Sky News, the White House has been considering Budapest as a possible venue for future negotiations, with Hungarian Prime Minister Viktor Orbán also expected to participate. US President Donald Trump has reportedly suggested the Hungarian capital as a location for such a meeting.
Tusk noted that selecting Budapest, where the memorandum was signed, would represent what he described as “historical irony.” Ukraine’s sovereignty was undermined despite the 1994 assurances, first by the annexation of Crimea in 2014 and later by Russia’s full-scale invasion in 2022.
Earlier, Bloomberg reported that President Donald Trump called Hungarian Prime Minister Viktor Orban to urge him to drop opposition to Ukraine’s EU membership, following White House talks with President Volodymyr Zelenskyy and European leaders on the war and potential peace negotiations.
